On November 3, 1966, the Cass County Library Board entered into an agreement with the Howard Township Branch to establish a Branch Library in Howard Township. The Howard Branch was located in the basement of the Howard Township Hall until March, 1999. That year, the Branch moved to the Howard-Ellis School grounds and later to the former Howard Township Police Department building.
In November of 2000, the Library Board purchased property in Niles. This became the permanent home of the Howard Branch. The new building includes a 3,200 square foot building on five acres of land - comfortable for now, with room to grow.
